Cookie has two buttons: Upload Activation and Restore Activation. Unlike the other methods we’ve detailed, this isn’t a local backup. Cookie will send the activation ticket to Weiphone’s server, attached with your UDID (Unique Device Identifier) and IMSI (International Mobile Subscriber Identity). If your UDID and IMSI match as they did when you uploaded your unlock, Cookie will retrieve it for you if you ever lose the data.

I’d be a little antsy about by phone’s IMSI going to a third party, but I don’t think the information can be used to tap into your phone’s calls from China. (Meanwhile someone in your neighborhood with a IMSI-catcher can tap into your phone without knowing your phone’s IMSI number in advance.) My irrational paranoia still says you’d be better off to download the token from your phone manually and place it on Dropbox, but if you’re not going to go through the trouble, and you need to keep your carrier unlock data, the risk of using Cookie shouldn’t be too high.
